Every year a number of Bangladeshi families spend five years and a great deal of money putting a child through an MBBS abroad, and then discover that the paperwork needed to practise at home was supposed to start before the student ever left. The gate is the Bangladesh Medical and Dental Council, and it is not optional.
If you are planning a medical degree abroad for the 2027-2028 intake season, this guide explains what BMDC asks for, why one document in particular decides everything, and what happens when you come home with a foreign degree. Every requirement below was read on BMDC's own site.
BMDC issues an Eligibility Certificate for students intending to study MBBS or BDS, and its published requirement list includes the admit card and result sheet from the Bangladesh MBBS/BDS admission test, plus SSC and HSC originals. The fee is Tk 1,000 by online invoice. Later, to register as a doctor in Bangladesh with a foreign degree, you must pass the Registration Qualifying Examination, whose form asks for that Eligibility Certificate by serial number.
What is the BMDC Eligibility Certificate?
BMDC is the statutory body that registers doctors and dentists in Bangladesh. No registration, no legal practice — however good your foreign degree is. The Council publishes a document called the Eligibility Certificate, and a page of requirements for obtaining one.
We should be precise about what BMDC itself says. The requirements page sets out the documents and the fee, but it does not, in the text we read, spell out in so many words that the certificate is specifically for students going abroad. What makes the connection unmistakable is the other end of the process: the Council's form for the Registration Qualifying Examination — the exam for graduates of foreign medical schools — asks the applicant to state the Eligibility Certificate serial number and date of issue, and to submit the original certificate with the application.
In other words, the document you need at the end is one BMDC expects you to already hold. Students who treat it as something to arrange later are the ones who run into trouble.
There is a second reason the certificate matters early. BMDC's requirement list is built around documents that are straightforward to obtain while you are in Bangladesh and progressively harder afterwards. An attested photograph needs a registered medical practitioner or a first-class gazetted officer to sign the back of it. An equivalence certificate for O-Level and A-Level candidates has to come from the Directorate General of Health. None of that is difficult in Dhaka in your gap year. All of it is awkward to arrange from a dormitory in another country during term time.
What documents does BMDC ask for?
The published requirement list for the Eligibility Certificate is short, and every item on it is ordinary — with one exception we will come to.
- Original SSC or equivalent and HSC or equivalent certificates with mark sheets, plus photocopies
- Two recent passport-size photographs, attested on the back by a registered medical practitioner or a first-class gazetted officer
- Birth registration certificate, with a photocopy
- For O-Level and A-Level students, an equivalence certificate from the Directorate General of Health
- The admit card and the result sheet from the MBBS/BDS admission test
- Fee of Tk 1,000, payable by online invoice to the Bangladesh Medical and Dental Council
Why does the admission test admit card matter so much?
Read that list again and one item stands apart. BMDC asks for the admit card and the result sheet of the Bangladesh MBBS/BDS admission test — the national medical admission test held here, not anything issued by your foreign university.
The practical consequence is significant. A student who never sat the Bangladesh admission test has no admit card and no result sheet to produce, and no way to manufacture one afterwards. The test is held once a year, and the papers exist only for the candidates who took it.

If a consultancy is selling you an MBBS abroad and has not asked whether you sat the Bangladesh MBBS/BDS admission test, ask them directly how you will satisfy BMDC's document list without an admit card and result sheet. A good answer exists in some cases. A vague one is a warning.
What happens when you come back with a foreign degree?
Graduating is not registration. A Bangladeshi who qualifies in medicine abroad must pass the Registration Qualifying Examination before BMDC will register them. The Council publishes a requirements form for the exam, and it is a demanding document.
One detail in that form is quietly revealing about where Bangladeshi medical students actually go: it asks for the "MBBS Degree original Chinese & English" copy. The form is written around the destination that dominates the market.
What does the Registration Qualifying Examination require?
The form lists both information to declare and papers to submit. The attestation chain is the part that surprises people most.
| Item | Form | Attestation |
|---|---|---|
| Eligibility Certificate | Original + copy | From BMDC |
| Graduation certificate | Original + copy | Embassy, then MOFA |
| Transcripts | Original + copy | Embassy, then MOFA |
| University testimonial | Original + copy | Embassy, then MOFA |
| SSC and HSC papers | Original + copy | As issued |
| Passport | Copy | Must show study visa |
| Photographs | 3 copies | Attested |
| Published result sheet | Copy | As issued |
Note what the attestation column says about the degree, transcripts and testimonial: they must be attested by the relevant embassy or high commission, and then re-attested by the Ministry of Foreign Affairs of Bangladesh. That is the traditional legalisation chain. It is not an apostille, even though Bangladesh has been part of the Apostille Convention since March 2025. A regulator is entitled to set its own evidence rules, and BMDC has kept the older one.
The form also requires the applicant to name the university with its mailing address and email, a dean or class teacher with an email address, and a downloaded Ministry of Education verification showing the university is listed. BMDC intends to be able to write to your university directly.
The verification requirement deserves a moment's thought when you are still choosing where to go. BMDC asks for a downloaded Ministry of Education verification showing the university listed, and for contact details the Council can use to reach the institution. A university that is hard to verify at the start will be hard to verify at the end, and by then you will have spent five years and the fees. The check is the same one we recommend for any destination: find the official national register of recognised institutions, and confirm the university and the specific programme appear on it. Institution accreditation and programme accreditation are separate things in most systems.
How much does the whole process cost?
The two published figures are modest against the cost of a medical degree, but they are real and they are deadlines in disguise.
Eligibility Certificate: Tk 1,000, by online invoice payable to the Bangladesh Medical and Dental Council. Registration Qualifying Examination processing: Tk 8,000 in cash or pay order. A separate Tk 5,000 is listed for disqualification processing.
BMDC does not publish a processing time for the Eligibility Certificate, and we found no official service standard for it. Nor does the requirements page state a deadline by which the certificate must be obtained. Treat "before you leave" as prudent planning rather than a quoted rule, and confirm current requirements and fees with BMDC directly before acting.
Which mistakes cost students the most?
Four recur, and none of them is about ability.
How should you plan a 2027-2028 medical intake abroad?
Start at the Bangladeshi end, not the foreign one. Confirm what BMDC will want from you, gather it while you are still in the country and everything is easy to obtain, and only then compare universities. An offer letter is easy to get; an admit card from an exam you did not sit is impossible.
What we see at Eduvisa is that medical files fail on documentation far more often than on grades. The student who spends one afternoon at the start assembling the BMDC set is rarely the student who calls us in a panic in final year.

This is a high-stakes area — verify directly. Requirements, fees and forms here were read at bmdc.org.bd on 28 September 2026. Medical registration affects your right to practise, so confirm every item with BMDC before you commit to a programme or pay a fee.
