DSU Scholarship in Italy 2027: How Bangladeshi Students Can Study Almost Free

Here is a fact that surprises almost every Bangladeshi family we sit down with: in Italy, a student from a modest-income household can study at a public university while paying almost zero tuition — and on top of that, receive a yearly cash grant, free accommodation, and free daily meals. This is not a private scholarship with five winners. It is a regional public benefit called DSU (Diritto allo Studio Universitario) — "the right to university study" — and thousands of international students receive it every year. Yet most students in Bangladesh have never heard of it, because it is not advertised the way flashy "merit scholarships" are.

What Is the DSU Scholarship — and Why Do So Many Students Miss It?

DSU is not one scholarship — it is a family of regional programmes. Each Italian region runs its own DSU agency: ER-GO in Emilia-Romagna, DiSCo in Lazio (Rome), EDISU in Piemonte (Turin), DSU Toscana in Tuscany, and so on. The money comes from the regional government, and the core principle is simple: if your family income is below a set threshold, you have a legal right to financial support while you study.

Two things make DSU different from the scholarships most students chase. First, it is need-based, not merit-based — you do not need a 4.00 GPA or a publication list. Second, the acceptance logic is not "a few winners out of thousands." If you meet the income criteria, submit correct documents on time, and (after first year) pass enough credits, you are very likely to be funded. The real filter is not talent. It is paperwork done correctly and on time — and that is exactly where most applications from Bangladesh fall apart.

How Much Money Are We Actually Talking About?

Amounts differ by region and by your status. A "fuori sede" student (one who relocated to study — which describes every student coming from Bangladesh who lives in student housing) receives the highest band. Recent published ranges for non-resident students run roughly €2,500 to €7,900 per year depending on region and income band. DiSCo Lazio, for example, has offered a fuori sede student with a low ISEE up to around €7,557 per year in cash — plus free housing and two free meals a day on top.

Regional agency (region)Approx. max annual grant*Housing supportMeal support
DiSCo Lazio (Rome)~€7,500YesYes
ER-GO (Bologna, Modena)~€7,000YesYes
EDISU Piemonte (Turin)~€7,000YesYes
DSU Toscana (Florence, Pisa)~€6,500–7,000YesYes
Lower income bands / "in sede" students~€2,500–4,000PartialYes
⚠️ Note: These figures are approximate, based on recent academic years, and each region publishes its own official "bando" (call) with exact amounts for 2026/27 — usually in June–July. Treat the table as a realistic range, not a promise, and verify the current bando for your specific region before budgeting. Eduvisa checks the live bando for each student's university before advising.

Now add the other half of the picture: DSU winners at most public universities also receive a full or near-full tuition fee waiver. Combine a €7,000 grant, free housing, subsidised meals, and no tuition — and studying in Italy can cost a family in Bangladesh less than many private universities at home.

Who Qualifies? Understanding ISEE Parificato

The entire DSU decision rests on two numbers calculated from your family's finances:

ISEE (income indicator) — must generally be below roughly €26,000, and ISPE (asset/patrimony indicator) — below roughly €57,000. Exact thresholds vary slightly by region and year.

Since your family's income and property are in Bangladesh, you cannot get a standard ISEE. Instead, you need an ISEE Parificato — an equivalent certificate calculated by an authorised Italian tax-assistance centre (CAF) from your foreign financial documents. This single document is the heart of the whole application, and it is where the most damage is done: a wrongly translated income certificate, a missing property record, or an inconsistent figure can push your calculated ISEE above the threshold — or get the application rejected outright.

The Documents You Will Need From Bangladesh

Exact lists vary by region and by CAF, but nearly every ISEE Parificato file is built from the same core records. Start collecting these early — several take weeks to obtain and must be translated and legalised:

  • Family income certificate (all earning members) — official, recent, and consistent with bank records
  • Property and land ownership records for the family (or a certificate of non-ownership)
  • Family certificate showing household members
  • Bank statements supporting the declared income
  • Official translations of all documents into Italian
  • Legalisation/apostille or embassy attestation as required for Italy

Which attestation route applies, how income should be certified, and how property is valued — these details change with your family's situation, and a mistake here is the single most common reason a strong candidate loses the grant. This is precisely the stage where a personalised document review matters most.

The Timeline: From Pre-Enrolment to Scholarship Ranking

DSU runs on a strict calendar, and it overlaps with your admission and visa timeline. For the 2026/27 academic year, the sequence looks like this:

1

Secure admission and complete pre-enrolment (now → 31 July)

Italy's first Universitaly pre-enrolment window for non-EU students closes 31 July 2026, with a second window to 30 November for some universities. Without admission and pre-enrolment, there is no scholarship application.

2

Collect and legalise family financial documents (July–August)

Gather income, property, and family records in Bangladesh, then have them translated and attested for use in Italy. This step takes longer than students expect — start before your visa is even decided.

3

Obtain the ISEE Parificato from a CAF (August–September)

An authorised CAF in Italy calculates your ISEE Parificato from the documents. Some CAFs accept remote processing initiated before arrival — this timing detail can save your entire application.

4

Submit the DSU application on your region's portal (typically by early September)

Recent DSU deadlines have fallen around early September — for example, 5 September for the 2025/26 cycle in several regions. Each region sets its own date in the official bando. Miss it by a day and there is no appeal.

5

Ranking lists, payment, and renewal

Agencies publish provisional then final ranking lists in autumn; grants are paid in instalments. From second year, you keep the scholarship by passing a minimum number of credits — typically in the 20–40 range depending on region.

DSU vs Other Italian Scholarships: Where Should You Focus?

Italy also offers university merit scholarships, the government's Invest Your Talent in Italy programme for selected master's fields, and department-level awards. These are worth pursuing — but they are competitive, limited in number, and often smaller in value. DSU is the only route where eligibility is primarily a matter of your family's documented finances. Our honest advice: treat DSU as your foundation, and merit awards as a bonus on top. A student can hold DSU and certain other benefits together, subject to each programme's rules.

How Eduvisa Makes the Difference on DSU

Almost anyone can tell you DSU exists. The value is in the execution: matching your target university to its regional agency and that agency's current bando, reviewing your family's income and asset documents before translation so inconsistencies are fixed early, sequencing attestation alongside your visa file so neither delays the other, and hitting the regional portal deadline with a complete, consistent application. And because Eduvisa stays with you after you land in Italy — housing, bureaucracy, settling in — you are not alone when the CAF asks for one more document in October.

Planning for 2027? The dated deadlines above are from the 2026/27 cycle. The 2027/28 windows follow the same pattern, but exact dates publish on Universitaly and university sites closer to the cycle — verify before you plan, or ask us to check for you.
